Chief Minister Shri Arvind Kejriwal once again implored the Delhi LG to allow teachers of Delhi Government Schools to go abroad for training. The CM, in his earnest appeal, cited the example of Punjab's educators going to Singapore for training, on the lines of Delhi, and sought to understand why Delhi's teachers aren't being allowed to go for training. He said, "I am delighted to see 36 teachers from Punjab going to Singapore for training. I appeal to LG Sahab to allow Delhi's teachers also to go to Finland for training. On the lines of Delhi, 36 principals of government schools of Punjab are going to Singapore for training from 6 to 10 February, these principals will act as catalysts of change in Punjab. Chief Minister Shri Arvind Kejriwal said, "The way the Delhi Government has been able to bring about a transformation in the field of education in the city, now the AAP government in Punjab is also transforming education in the state. Under the leadership of Sardar Bhagwant Mann, the infrastructure of government schools in Punjab has drastically improved, and now teachers of government schools in Punjab will be sent abroad for a training program."

He said, "On February 4th, 36 principals from the government schools of Punjab will be sent to Singapore for a five-day training program that will begin on February 6th and conclude on February 10th. Our sincere hope is that when these 36 principals return to the state after their training program then each of them will act as a catalyst and work to improve the education in their respective schools. We had previously done the same in Delhi, where over 1000 school principals have been sent abroad and each of them has come back to improve the facilitation of education in their respective schools."

He added, "While the other states in the country are taking inspiration from Delhi and sending their educators abroad, unfortunately in Delhi, due to dirty politics, our educators have been deprived of this opportunity. While in Delhi we have previously sent over 1000 principals for training programs abroad, this time as well we had allocated funds to send more teachers for a training program. Our intentions were to send 30 principals in December last year and 30 more principals in March this year. Unfortunately, because of the unnecessary obstructions caused by the LG of Delhi, those principals who were due to go in December last year missed out on the opportunity and now it looks like those who are to go in March this year will end up with a similar fate. The file that needs to be cleared by the LG to send the educators next month has been lying around in his office for a couple of days now."

Shri Arvind Kejriwal said, "We had sent this file to the LG Office on October 25th last year. After keeping it with him for 15 days, the LG returned the file with three objections on November 10th. We ensured that his previous objections were cleared and sent it to him once again. But his office came up with two new objections and sent the file back to the Delhi Government on January 9th. We once again worked to clear his objections and sent the file back on January 20th, but we still have not got the file back. Earlier when I went to the Raj Niwas along with other AAP MLAs to protest against his unnecessary objections, the LG office gave a statement to the media saying that the LG does not have any problem with our teachers going abroad for the training program. He claimed that he had just asked for some clarifications. If this is really true, then why has the file been lying in his office for the past 15 days. Why has his office not cleared the file yet?"

He concluded, "In this regard, I want to clearly state that the Constitution says that the LG is bound by the aid and advice of the Council of Ministers. This is the same for the states of India, where the Governor is bound by the aid and advice of the Council of Ministers. Similarly the President of India is bound by the aid and advice of the Council of Ministers of the Central Government. At the state-level or the Central-level, all the files are not objected to by the Governor or the President, respectively. The decision is taken by the Cabinet and the Governor signs on the file. The process was the same for Delhi until 2018, when the Supreme Court stated that the Lt Governor in Delhi is also bound by the aid and advice of the Council of Ministers. But in 2021, the Central Government unconstitutionally changed the law and stated that all the files of the Delhi Government will have to be passed through the LG Office. Now every file of the state government goes to the LG Office and he unnecessarily creates objections on all the decisions of the government. This is illegal and the Central Government has blatantly used its majority to pass a law that goes against our Constitution. This is against the Supreme Court interpretation of the previous law as well. Earlier when the LG used to blatantly block all of our files, we went to the Supreme Court and it ruled on 4th July, 2018 that this was not allowed by the Constitution. But in 2021, the Central Government made a mockery of the Constitution and passed an illegal law. We have moved the Supreme Court on the matter and we are hopeful that soon the Apex court will rule this law to be illegal. It is not right for the LG to obstruct all the development works of the state government on some pretext or the other. The works that are for the benefit of the citizens should not be blocked by any person. I sincerely hope that the LG Office will look into this matter and pass the file as soon as possible."

CM Shri Arvind Kejriwal, while answering the questions of the media regarding the election for the post of Mayor of MCD, said, "The BJP people must tell whether they will allow the election to be held or not.  Every time the BJP itself stops the elections from taking place. We want to hold elections. Last time we all saw that BJP people were deliberately making a ruckus. Now they should accept that they have lost the election. When they lose the elections in any state, they try to form the government through horsetrading. But in Delhi, BJP is not able to buy councillors, so they are not allowing the house to run and the election of the mayor to be held."

Responding to the questions of the media regarding the budget presented by the Union Finance Minister yesterday, CM Shri Arvind Kejriwal said, "the Central Government collects income tax from all over the country, but the Central Government cannot use it.  The central government has to distribute it among all the states.  The people of Delhi pay the highest tax in the whole country. Last year the people of Delhi paid income tax of Rs 1.75 lakh crore and out of that only Rs 325 crore was given to Delhi. Only Rs 325 crore has been given to Delhi every year for the last 20 years. There is a saying that the hen that lays the golden egg should not be killed.  Delhi in a way lays golden eggs.  You can't do injustice with us like this. The more you invest in Delhi, the more you invest in Delhi's economy, the more Delhiites will pay taxes. If you will not invest in Delhi and strangle Delhi, then how will it work?  The central government gave money to all the municipal corporations of the country in its budget yesterday, but did not give money only to MCD. I want to ask the Central Government, what is your enmity with the people of Delhi."
