Delhi Education Minister Atishi Marlena Directs Delhi University to Address Governing Bodies Issue

Delhi Education Minister, Atishi Marlena, has taken action to address the issue of Governing Bodies (GBs) disregarding the constitution with mandatory Delhi Government nominees for key positions in several Delhi government institutes. She issued a directive to the Delhi University administration on July 31, 2023, urging them to cancel scheduled interviews for the regular Principal post at Shivaji College, which were set to take place on August 1, 2023.

Ensuring Proper Constitution of Governing Bodies for Delhi Government Colleges

In her statement, Atishi emphasized the importance of adhering to established protocols and promptly addressing the issues related to the constitution of Governing Bodies in the 28 Delhi Government colleges. She stressed that all recruitments in these colleges should only proceed when fully constituted GBs with Delhi Government nominees are in place, and any irregular practices must be halted immediately.

According to reports, Delhi University proceeded with appointments at Delhi government colleges despite not complying with requests for proper constitution of Governing Bodies, which required the presence of government nominees.

Undermining the Authority of Governing Bodies

Atishi highlighted that such actions by the university administration undermine the authority of the fifteen-membered Governing Bodies and their decision-making process. She pointed out that Delhi University's Statute 30 (1) (C), Ordinance XVII, and EC Resolution 51 (2012) explicitly state that the Governing Bodies must consist of fifteen members, including candidates chosen by the Delhi Government and approved by the EC. These Governing Bodies play a vital role in deciding how the colleges should be run.

The education department, led by Atishi, expressed dissatisfaction with the university administration's decisions and appointments made without properly constituted Governing Bodies, despite repeated requests to address the issue.

The directive from Atishi Marlena serves as a significant step towards ensuring transparency and proper governance in Delhi government institutes. By upholding the constitution of Governing Bodies with Delhi Government nominees, the education minister aims to strengthen the decision-making process and improve the functioning of these institutions in the best interest of students and faculty alike.
