Former Haryana chief minister Bhupinder Singh Hooda urged the government to fix a minimum support price (MSP) for stubble and buy it from farmers. He criticized the government’s actions against farmers for stubble burning, calling it unfair. Hooda argued that farmers are forced to burn stubble due to a lack of alternatives. Instead of punishing them, the government should focus on solutions. He suggested stubble could be used to produce fuel, bio-thermocol, ethanol, bricks, fertilizers, and even generate electricity.

Hooda highlighted that stubble burning contributes little to pollution. The real causes are factories, vehicles, and dust. He said that the current machines the government offers to manage stubble are insufficient, especially for small farmers. He called on the government to either help dispose of the stubble or buy it from farmers at a fair MSP.
Hooda also reminded the government of its election promise to buy paddy from farmers at ₹3,100 per quintal. He noted that farmers are not even getting the minimum support price now and are being forced to sell their crops for less.
