India and Russia recently took another step toward strengthening their defense partnership. Bharat Dynamics Limited (BDL), a major state-run defense company in India, signed an agreement with Rosoboronexport, Russia’s primary arms export agency, to develop new versions of the Pantsir air defense system. This partnership is intended to help India meet its unique security needs, especially as India works to bolster its air defense capabilities.

The Pantsir system is well-regarded for its speed and versatility. It combines a quick-response system with the capability of engaging enemy aircraft using both missiles and guns. Its missiles can intercept targets flying up to 15 km high, while its 30mm guns cover altitudes up to 3,000 meters. This allows the Pantsir system to protect key facilities like military bases and industrial complexes from threats like aircraft and missiles.

Continued collaboration in defense

Russia remains India’s primary defense supplier, providing about 60% of the equipment used by the Indian armed forces. While Russia has previously offered the Pantsir system to India for self-propelled air defense needs, no final decision has been made. This new agreement could result in versions of the Pantsir more suited to India’s specific defense requirements.

The recent MoU (Memorandum of Understanding) was signed at a meeting in Goa, India, between retired Commodore A Madhavarao, who chairs BDL, and German Kovalenko, deputy director of Rosoboronexport’s naval department. The meeting was part of the broader India-Russia Intergovernmental Commission on Military-Technical Cooperation, which enables high-level discussions between both countries’ defense officials.

In 2018, India signed a $5.4 billion deal with Russia for the advanced S-400 air defense systems, with three of the five S-400 batteries already delivered. The remaining units are delayed due to Russia’s involvement in the ongoing Ukraine conflict. Despite these delays, India’s cooperation with Russia on defense technologies remains robust.

India’s goal in partnering with Russia on the Pantsir system is to enhance its air defense network, building on the foundation laid by the S-400 system. The Indian government has also been working to increase its self-reliance in defense production, which aligns with the "Make in India" initiative. This initiative encourages domestic production of advanced military systems and strengthens India's defense industry, helping to reduce dependence on imports.
