Administrative Reshuffle in Himachal Pradesh: Streamlining Governance and Enhancing Efficiency

In a significant administrative reshuffle, the Himachal Pradesh government has made several changes in the responsibilities of Indian Administrative Service (IAS) officers and Himachal Administrative Service (HPAS) officers. Additional charges have been assigned and eight IAS officers have been transferred, along with the transfer of 14 HPAS officers. These changes aim to streamline governance and enhance efficiency in various departments of the state.

Omkar Chand Sharma takes on Additional Charge

Omkar Chand Sharma, the principal secretary revenue-cum-financial commissioner revenue, has been entrusted with additional responsibilities. He will now also hold the additional charge of principal secretary, Jal Shakti Vibhag, in addition to his existing roles as principal secretary, tribal development, and forest. This move is aimed at optimizing administrative coordination and utilizing Sharma's expertise in multiple key areas.

Administrative Responsibilities Realigned

The reshuffle has brought changes to various secretarial positions. Amandeep Garg, who served as secretary, personnel, has been given the additional charge of secretary, forest, while being relieved of his previous responsibility. Abishek Jain, the secretary for education and information technology, will now also hold the additional charge of secretary, home & vigilance, relieving Bharat Harbanslal Khera of these duties. These realignments are intended to enhance administrative effectiveness and ensure smooth functioning of departments.

C Paulrasu, the secretary for AR, training & FA and RPG, has been assigned the additional charge of secretary, horticulture, alongside his existing responsibilities as secretary, cooperation. Kadam Sandeep Vasant, the divisional commissioner of Shimla, will also take on the additional charge of registrar, cooperative societies, relieving Rajesh Sharma, secretary to the governor, of this role. These changes are aimed at optimizing the roles of divisional commissioners and ensuring effective management of diverse departments.

HPAS Officers' Transfers and Additional Roles

Several HPAS officers have been transferred to new positions with additional responsibilities. Manesh Kumar, who served as additional deputy commissioner of Sirmaur, has been appointed as special secretary, finance, and will also hold the additional charge of director, state audit department. Prashant Sirkek, the ADM of Kullu, has been transferred as additional director of HP Institute of Public Administration (HIPA) and will also take on the additional charge of chief executive officer, Khadi & Village Industries Board. These transfers and additional roles aim to leverage the skills and expertise of officers in key areas of governance.

The administrative reshuffle in Himachal Pradesh reflects the government's commitment to optimize governance and enhance efficiency.
