High Court orders stray dog removal near Judges' residences in Ambala

The Punjab and Haryana High Court has issued an order to relocate stray dogs from areas near the residences of judicial officers in Ambala. The decision came after a complaint was sent by the District and Sessions Judge in Ambala, expressing concern about the growing problem of stray dogs and the lack of action by local authorities.

The complaint highlighted the safety concerns faced by judicial officers, staff, and the general public due to repeated stray dog attacks. The District and Sessions Judge, along with Additional District and Sessions Judge Phalit Sharma, mentioned in the letter that despite bringing the issue to the attention of the Ambala Deputy Commissioner and Municipal Commissioner, no substantial action had been taken.

Stray dogs protected by law

Interestingly, Indian law, particularly the Prevention of Cruelty to Animals Act, 1960, and the Animal Birth Control (Dogs) Rules, 2023, makes it illegal to remove or relocate stray dogs. The Supreme Court has also ruled against relocating stray dogs.

The High Court emphasized the urgency of the matter, noting that the existing steps were insufficient in addressing the issue. The Deputy Commissioner of Ambala was directed to promptly remove stray dogs from areas near the judicial complex and resettle them on the outskirts of the city.

Contempt proceedings and further actions

The complaint regarding the stray dog menace was initially brought up in a contempt plea. The High Court is closely monitoring measures to tackle the issue in Haryana, Punjab, and Chandigarh. Action taken reports have also been requested from Panchkula, Mohali, and Chandigarh. The Chandigarh Municipal Corporation has proposed to ban the registration of certain dog breeds in residential areas. The situation is being closely watched, and more actions are expected to follow.
