Human Rights Panel demands report from Mohali DC after elderly man's fatal encounter with cow
An unfortunate incident involving an 83-year-old man named Swaroop Singh from Zirakpur, Punjab, has prompted the Punjab State Human Rights Commission to take action. Mr. Swaroop Singh lost his life after an encounter with a stray cow, and the commission has requested a detailed report from the Mohali deputy commissioner before October 30th.
On a Thursday, Swaroop Singh, who hailed from Gazipur Saini village, was trying to manage a stray cow. His intention was to secure the cow with a hook to feed it. However, during this process, he accidentally became entangled in the rope he was using. This led to a tragic chain of events.
As he struggled with the rope, the alarmed cow began to run, with Swaroop Singh still attached. The cow continued to sprint for approximately 200 meters, dragging the elderly man along the village streets. Fortunately, some passersby noticed the distressing scene and rushed to help.

During this ordeal, Swaroop Singh also collided with a car, according to his son's account. The entire incident was captured on CCTV cameras installed on the street. Following the incident, Swaroop Singh was immediately taken to a local hospital, but despite efforts to save him, he tragically passed away during treatment.
Human Rights Commission's response
The Punjab State Human Rights Commission, consisting of Chairperson Justice Sant Parkash and Member Justice Nirmaljit Kaur, took cognizance of the incident after reading a news report in Hindustan Times on September 4th. They have now intervened and requested a comprehensive report from the Mohali deputy commissioner.
This tragic incident has raised concerns about the safety of individuals in their communities, especially when it comes to unexpected encounters with animals. The Human Rights Commission's involvement demonstrates their commitment to ensuring that such incidents are thoroughly investigated and steps are taken to prevent them from happening in the future.
