California's bold AI Regulation Bill gains support from Musk, faces opposition from Google & Meta

California is set to take a major step in regulating artificial intelligence (AI) with a new bill, SB 1047. The bill, which has already passed the state Senate, will be voted on in the State Assembly this week. If passed, it would impose strict rules on companies spending over $100 million on developing AI models, requiring them to ensure safety and prevent harm.

Key provisions and debate

The bill requires safety testing and independent audits of AI systems. It also mandates a “kill switch” to shut down AI models instantly if they become dangerous. If an AI causes significant damage, the state attorney general could take action against the developer.
