Parliamentary Panel discusses demand for NRI Representation in Indian Parliament
During a recent meeting of the Parliamentary Committee on External Affairs, the idea of giving Non-Resident Indians (NRIs) a dedicated representation in Parliament was discussed. Congress MP Deepender Singh Hooda highlighted that countries like Italy have reserved seats for their citizens living abroad. He argued that, with millions of NRIs living outside India, their unique concerns could be better addressed by having representation in the Indian legislative process.
Currently, NRIs face difficulties when it comes to voting. They cannot vote from abroad and must return to India to cast their vote. A proposal was introduced in Parliament in 2018 to allow NRIs to vote through proxy, but the bill eventually lapsed. The discussion raised the possibility of NRI representation in Parliament, which could give them a stronger voice on issues affecting them.

Proposals to address NRI issues
The meeting, chaired by Shashi Tharoor, included several organizations working with the Indian diaspora. These organizations presented valuable proposals. One suggestion, from Kerala, proposed that Indian organizations skill workers based on the needs of foreign countries, helping to streamline immigration processes and curb illegal activities.
Other organizations present included Norka Roots from Kerala, the Punjab government's Department of NRI Affairs, the People of Indian Origin Chamber of Commerce and Industry, and the Centre for Diaspora Studies from the Central University of Gujarat.
Additionally, the Ministry of External Affairs informed the committee that a bill focusing on emigration issues was under discussion. It was also mentioned that state governments would be consulted as part of the bill's preparation.
