Ludhiana Civil Hospital receives PPCB Notice for biomedical waste violations
The Punjab Pollution Control Board (PPCB) has taken action against Lord Mahavir Civil Hospital, Ludhiana, following a formal complaint alleging non-compliance with the Biomedical Rules of 2016 and the improper handling and disposal of blood-contaminated waste.
The PPCB has issued a show cause notice to the hospital, which could result in environmental compensation and potential legal proceedings under the Environment (Protection) Act of 1986. The hospital is accused of violating the Bio-Medical Waste Management Rules of 2016.
The hospital now has the opportunity to respond to the notice and raise objections to the proposed actions. A hearing is scheduled for October 9, 2023, at 12 pm at the PPCB’s office in Patiala.

The Complaint
The complaint against Lord Mahavir Civil Hospital was initiated on September 6 after concerns were raised regarding its alleged non-compliance with the Biomedical Rules of 2016 and the improper disposal of blood-contaminated waste.
In response to the complaint, a team from the PPCB promptly visited the hospital on the same day. During their inspection, they discovered biomedical waste, including two blood-contaminated bedding sheets and placenta, improperly disposed of near the general waste storage area.
The hospital's representative was instructed to lift and dispose of the waste responsibly with strict segregation. Furthermore, they were directed to handle and store general waste appropriately before its final disposal.

Violations of the Environment (Protection) Act may lead to penalties, including imprisonment for up to five years, fines of up to one lakh rupees, or both. Continued contravention after an initial conviction may result in an additional daily fine of up to five thousand rupees.
Senior medical officer Dr. Mandeep Sidhu commented that the hospital has not yet received the notice.
