U.P. to establish raen baseras near hospitals for patients and caregivers
The Uttar Pradesh government is taking a significant step to address the accommodation challenges faced by rural residents visiting cities for medical treatment. The Directorate of Urban Development has issued directives to municipal corporations across the state to establish Raen Baseras (shelter homes) near or within hospital premises. This initiative aims to provide temporary housing for patients and their families, easing their burden during critical times.

Anuj Kumar Jha, Director of Local Bodies, has emphasized the importance of implementing these guidelines promptly. The initiative seeks to ensure that rural patients and their families have safe and affordable lodging options while undergoing treatment or seeking employment in urban areas. To enhance accessibility, these shelter homes will be linked to Google Maps, allowing individuals to locate them conveniently.
According to the directive, Raen Baseras and other shelter homes will not only be established near hospitals but also at key locations like medical colleges, bus stations, railway stations, labor hubs, and marketplaces. New shelters will be constructed where necessary, with support from the revenue department, health department, and development authorities.

Amenities and monitoring
These shelter homes will provide essential facilities, including beds, blankets, hot water, toilets, primary medical care, and proper lighting. CCTV surveillance will ensure the safety of residents, while regular cleaning and maintenance of bed linens and blankets will be prioritized. Additionally, arrangements for bonfires will be made during cold weather to ensure the comfort of the shelter’s occupants.
Each shelter will have a designated caretaker whose name, position, and contact information will be displayed prominently at the entrance. A nodal officer will oversee the operations of these shelters, while senior officials will conduct regular night inspections to ensure smooth functioning and address any issues promptly.
The government’s directive also includes the establishment of in-house laboratories at zonal and district hospitals, enhancing diagnostic and treatment facilities. This initiative will further support the healthcare infrastructure and ensure comprehensive care for the patients and their families.
This ambitious project reflects the state government’s commitment to supporting rural residents who travel to cities for healthcare or temporary employment. By providing accessible and affordable accommodation, the initiative aims to alleviate the challenges faced by these individuals, ensuring their well-being during times of need.
